Revised strategy for the joint clearing-house mechanism

At their meetings in 2017, the Conference of the Parties to the Basel, Rotterdam and Stockholm Conventions welcomed the revised draft strategy for further development and operation of the joint clearing-house mechanism and requested the Secretariat to start the work to implement it as outlined in decisions BC-13/19, RC-8/12 and SC-8/22.

The revised strategy serves as the underlying framework and guidance for the further development of the joint clearing-house mechanism for information exchange and will be used by the Secretariat to develop, every two years, a draft biennial workplan outlining proposed activities and their associated costs for consideration by the Conferences of the Parties.

Request for comments on the draft joint clearing-house mechanism strategy

At the meetings of the conferences of the parties to the Basel, Rotterdam and Stockholm conventions in May 2015, the Secretariat submitted for consideration by parties a progress report on the implementation of the joint clearing-house mechanism and a draft joint clearing-house mechanism strategy for the years 2016–2019.

By decisions BC-12/21, RC-7/11 and SC-7/29 on the clearing-house mechanism for information exchange, the conferences of the parties provided further guidance to the Secretariat on priority areas for 2016-2017. Furthermore, parties and others were invited to provide comments on the draft strategy (عربي, 中文, English, Français, Русский, Español), in particular on the scope, national and regional priorities and needs, and goals described in section IV of the strategy to the Secretariat.

The Secretariat has prepared a summary of the results and comments received through the online survey.
