Effective and efficient resource mobilization is important to ensure that funds are being raised in a more predictable and sustainable manner for activities under the Technical Cooperation Trust Fund (BD) and Voluntary Special Trust Funds (RV, SV) of the three conventions. Establishing and maintaining productive and trustworthy relationships with donors, and other key funding sources of the conventions, including monitoring and timely reporting of funded activities, are key ingredients to achieve the objective of effective and efficient resource mobilization.
Through Programme of Work Activity 30, first approved by the Basel Convention COP 11 and Rotterdam and Stockholm Conventions COP 6, the Secretariat seeks to ensure that voluntary funds for activities under the Special Trust Funds for voluntary contributions (BD, RV, SV) of the three conventions are being jointly raised in a predictable, sustainable, effective, cost-efficient and coordinated manner. This will be achieved, among others, through the preparation of reports and the monitoring of the implementation of donor funded activities. The activity will also further explore the development of a non-State actor resource mobilization strategy. The Secretariat also ensures that the provisions of the conventions are properly reflected in the context of the Special Programme. This activity also includes assistance provided to the regional centres in identifying and mobilizing sources of financial support, including through non-traditional approaches, to foster implementation of the Basel, Rotterdam and Stockholm conventions.
Resource Mobilization Focal Point
The Resource Mobilization Focal Point of the Secretariat coordinates all official communication with donors on issues relating to contributions to the technical cooperation and special voluntary trust funds of the three conventions.

Standard Operating Procedure on Resource Mobilization
A Standard Operating Procedure was developed covering, resource mobilization, financial and substantive reporting, as well as communication with donors.
These procedures involve the effective coordination of many actors of the Secretariat in a specific time frame; communication with donors; communication with FAO part of the Rotterdam Secretariat; the identification and revision of funding priorities; the mobilization of resources for specific projects; financial planning; and donor reporting.
