Elections to take place during the online segments of the meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions to be held on 26-30 July 2021

In accordance with the agreement by the bureaux of the conferences of the Parties (COPs) for the organization of the 2021 meetings of the COPs, the respective COPs to the Rotterdam and Stockholm conventions at their tenth meeting are expected to undertake the following respective elections  

Rotterdam Convention

  • Elect the 15 members of the Compliance Committee, 8 thereof with terms of office from the closure of COP-10, to the closing of COP-11, and 7 thereof with terms of office from the closing of COP-10 to the closure of COP-12;
  • Extend until the closing of COP-10 the term of office of the 17 members of the Chemicals Review Committee (CRC) with an otherwise term of office ending on 30 April 2022.

Stockholm Convention

  • Elect the 10 members of the effectiveness evaluation committee with terms of office from the closing of COP-10 until the closing of COP-11;
  • Extend until the closing of COP-10 the term of office of the 17 members of the Persistent Organic Pollutants Review Committee (POPRC) with an otherwise term of office ending on 4 May 2022.

Elections to take place during the face-to-face segments of the meetings of the COPs in 2022

The following elections of officers and members of subsidiary bodies are expected to be conducted by the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions at their face-to-face segment in 2022.

Basel Convention

  • Bureau of the Conference of the Parties
  • Bureau of the Open-ended Working Group (OEWG)
  • Implementation and Compliance Committee (ICC)
  • Environmental Network for Optimizing Regulatory Compliance on Illegal Traffic (ENFORCE)

Rotterdam Convention

  • Bureau of the Conference of the Parties
  • Chemical Review Committee (CRC)

Stockholm Convention

  • Bureau of the Conference of the Parties
  • Persistent Organic Pollutants Review Committee (POPRC)

Facilitation of the process for nominating candidates for election

During their 2019 meetings, the COPs to the three conventions agreed to entrust their respective Bureau, with the support of the Secretariat, with facilitating during the intersessional period preceding the 2021 meetings of the COPs the process for nominating candidates for election.

During their respective meetings held on 9 June, 10 June and 25-26 June 2020, each Bureau received an information package from the Secretariat on the elections to take place during the 2021 meetings of the COPs as well as a proposal on the steps that could be taken by each Bureau, with the support of the Secretariat, to facilitate the process for nominating candidates for election. Following the consideration of this matter, each Bureau agreed for the Secretariat to send an invitation to Parties on behalf of the Bureaux to submit nominations by 19 April 2021, so that Parties could consult in their regions on these nominations in advance of and during the regional preparatory meetings.

On 19 November 2020, the Secretariat, on behalf of the bureaux, sent a letter to all Parties regarding the elections to take place during the 2021 meetings of the COPs. Attached to the letter were three information packages on the elections to take place during each meeting of the COP, including information on arrears, as well as an overview of all the elections to take place during those meetings. The letter also contained an invitation to consider nominating candidates by 19 April 2021.

A further communication on elections was sent to all Parties on 19 March focusing more specifically on the elections that are to be conducted during the online segment.
