Context
The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS) has recently launched a project titled “Capacity-building for the control, management and reduction of plastic waste, in accordance with the provisions of the Basel Convention” (hereafter referred to as the “BRS-FFEM project”). Financed by the Fonds français pour l’environnement mondial (FFEM), the project aims to strengthen the capacities of Cabo Verde and Senegal, as well as French-speaking countries in West Africa, to meet their obligations under the Basel Convention plastic waste amendments in order to achieve better protection of human health and the environment from the harmful effects of plastic waste. In this context, the project includes a series of pilot interventions to reduce the generation of plastic waste and ensure its environmentally sound management.
Description of the expected products and services
Under the BRS-FFEM project, an invitation for bids is open for piloting an NGO network for the implementation of a small-scale collection and recycling system, the production of alternatives and education in Cabo Verde. The pilot will be implemented on at least 6 islands of Cabo Verde in sites considered most relevant according to the criteria defined in the instructions to bidders in annex.
The bid for this pilot must include the following activities and related deliverables:
- Undertake a market analysis and feasibility study to identify recycled plastic products as well as local, plastic-free and biodegradable alternatives to plastics with the highest market potential and the related strategic (national and international) partners.
- Develop a business plan (including necessary inputs and activities) for the production and profitable selling of the selected products on at least 4 islands.
- Purchase and install the necessary equipment there.
- Organize capacity building for the operation of the equipment.
- Organize and manage the collection of selected plastic waste.
- Carry out the necessary recycling as well as the production of the recycled products (on at least 4 islands) and plastic-free alternatives (on at least 2 islands).
- Find a sustainable market for the selected recycled products and plastic-free alternatives within the public and the private sectors.
- Organize education and awareness raising activities on plastic waste and recycling, as well as advertising and marketing campaigns to reach strong market buy-in of the recycled products and plastic-free alternatives.
- Collect the relevant data of the pilot and identify lessons learned and best practices.
The pilot timeline is approximately 30 months in total.
Procedure and contents of application files
Bids submitted under this call must be based on the instructions to bidders provided below and must be submitted in writing in electronic form. Each bidder may submit only one bid. The bid is composed of two parts, whose weight in the evaluation is indicated in parentheses, and the related forms are provided below:
- A technical proposal (70% of the evaluation);
- A financial proposal (30% of the evaluation);
The most competitive bid in terms of value for money will be selected.
As the pilot requires an NGO network, a consortium is strongly recommended for the composition of your team.
