Forms to report illegal trade under the Rotterdam and Stockholm conventions

During their face-to-face segment in 2022, the conferences of the Parties to the Rotterdam and Stockholm conventions through their respective decisions RC-10/16 and SC-10/23 adopted the forms to enable Parties to the Rotterdam and Stockholm conventions to voluntarily provide information about cases of trade occurring in contravention of those conventions.

The Parties, consistent with national laws and regulations, may transmit on a voluntary basis to the Secretariat (brs@un.org) before the end of each calendar year, the completed form for cases of trade occurring in contravention of the Rotterdam Convention in the previous calendar year.

The Secretariat will notify the Parties concerned the case of illegal trade in advance.

Forms will be made available on the website of the Convention as received.

The forms were prepared following the 2019 conferences of the Parties to the Rotterdam and Stockholm conventions through their respective decisions RC-9/12 and SC-9/22 requested the Secretariat, among other things, to develop, taking into account lessons learned from experience with the Basel Convention, a draft form and explanatory document for comments by Parties and subsequent consideration by the conferences of the Parties to the Rotterdam and Stockholm conventions at their 2022 conferences of the parties.

The draft forms and the explanatory notes were prepared by the Secretariat and provided to the Parties for their consideration in the communication of 20 December 2020. The following are the comments received from the Parties on them as of 15 June 2021. The deadline for provision of comments is extended until 15 November 2021.
