From Science to Action: Strengthening Implementation of the Basel, Rotterdam, and Stockholm Conventions

The “From Science to Action” programme under the Basel, Rotterdam, and Stockholm Conventions bridges the gap between scientific knowledge and policy action, ensuring that decisions on hazardous chemicals and wastes are informed by the latest scientific information. This initiative enhances the capacity of Parties and stakeholders to translate scientific findings into effective policies, regulations, and practices that protect human health and the environment from hazardous chemicals and wastes. By fostering collaboration between scientists, policymakers, and practitioners, the programme strengthens the science-policy interface, enabling informed decision-making across the three conventions

Through targeted activities such as capacity-building workshops, knowledge-sharing platforms, and technical assistance projects, the programme supports Parties in integrating science-based approaches into national implementation efforts. It promotes access to reliable data, advances research on emerging pollutants, and enhances the use of scientific tools for risk assessment and management. Strengthening Science to Action enables Parties to anticipate and respond effectively to chemical and waste challenges, contributing to the sound management of hazardous substances and achieving the objectives of the Basel, Rotterdam, and Stockholm Conventions.

The programme was initiated in 2015 when the Conferences of the Parties (COPs) recognized the critical role of the science-policy interface in implementing the Basel, Rotterdam, and Stockholm Conventions. In 2017, the COPs endorsed a roadmap to enhance science-based decision-making, encouraging Parties to integrate scientific knowledge into national and regional actions while strengthening collaboration between scientists, policymakers, and stakeholders. Since then, the programme has evolved through successive COP decisions, supporting capacity-building, fostering international cooperation, and reinforcing the exchange of scientific information to ensure informed policy actions for the sound management of hazardous chemicals and wastes.

Further strengthening these efforts, at its fifth session in March 2022, the United Nations Environment Assembly (UNEA) adopted resolution 5/8 to establish a Science-Policy Panel (SPP) to support action on chemicals, waste, and pollution. The resolution requested the UNEP Executive Director to cooperate closely with the secretariats of relevant Multilateral Environmental Agreements, including the Basel, Rotterdam, and Stockholm Conventions, as well as other relevant international organizations and bodies, ensuring alignment with global efforts to bridge science and policy.
