Background: The workshop is intended to provide training on legal frameworks and international trade control measures, building on the 2023 training programme for the prevention and prosecution of illicit trafficking of chemicals and waste implemented by the Basel Convention Regional Centres for training and technology transfer in Panama and in Argentina. The workshop is being organised on 29-31 October 2024 in Santo Domingo, Dominican Republic, in cooperation with these Regional Centres and the government of the Dominican Republic, thanks to the generous contribution of the European Union.
Organizers: The workshop is organized by the Secretariat of the Basel, Rotterdam and Stockholm (BRS) conventions, with support from the Basel and Stockholm Conventions Regional Centre in Panama.

Meeting objectives: The objectives of the workshop will be to:
- Build capacity of administrative, customs and enforcement officials to identify, prevent and combat illegal traffic and trade in hazardous chemicals and wastes, with an emphasis on practical exercises;
- Build competencies and update knowledge on legislation and measures to control international trade;
- Improve coordination and synergies between administrative and customs authorities in the GRULAC region so as to strengthen and support efforts aimed at preventing and combatting illegal traffic and trade; and
- Develop case studies on technical, legal and administrative aspects.
Target audience: The training will target representatives of Parties in the GRULAC region from Ministries of Environment and Health, working on issues related to the Basel Convention, and on trade control of hazardous chemicals related to the Rotterdam or Stockholm convention; as well as Customs authorities and administrative authorities responsible for trade and border control.
There will also be the opportunity to build networks with the judiciary so as to strengthen the international trade control of chemicals and waste, as well as implementation and enforcement of national legislative and administrative measures.
Partner organizations such as the World Customs Organization (WCO), the Secretariat of the Minamata Convention on Mercury and the Organisation for Economic Cooperation and Development (OECD) will also participate both in person and virtually in the regional training workshop.
