Science and Technical Assistance Branch

The Science and Technical Assistance Branch manages scientific and technical inputs for the implementation of the three conventions and is responsible for the overall coordination and delivery of the technical assistance programme in accordance with the relevant mandates provided by the respective Conferences of the Parties.

Managing the scientific work required by the Conferences of the Parties to the Basel, Rotterdam and Stockholm conventions and their respective subsidiary bodies includes the development of technical documents such as guidelines and guidance. The Branch collects, reviews, assesses and evaluates scientific and technical information, including the information provided by Parties, as it relates to the implementation of the conventions.

The Branch also manages the work of the Secretariat related to effectiveness evaluation of implementation, national reports, notifications and exemptions, including the collection, management and analysis of information submitted by Parties.

As part of the overall coordination and delivery of the technical assistance programme, the Branch manages the implementation of capacity building and training activities, including workshops, webinars and on-line training, as well as the development of relevant training tools and materials.

The Branch has the responsibility for the identification of the needs of developing country Parties, and Parties with economies in transition, in implementing their obligations under the Basel, Rotterdam and Stockholm conventions, including the development of guidance documents for Stockholm Convention National Implementation Plans.

The Branch also manages the regional delivery of technical assistance, with particular focus on active engagement of the regional centres established under the Basel and Stockholm Conventions to provide technical assistance, capacity building and to promote the transfer of technology to Parties. This includes management of their selection process, the guidance to centres, the promotion of effective collaboration and cooperation among the centres, as well as the processes for reporting and performance evaluation of the centres.
